Peculiar Latency Issues (PC)

PC Specs:

Intel Core 2 Quad Q8200 @ 2.33GHz

GTX 750 TI

EVGA 600W PSU

Lag occurs somewhat randomly while playing, mostly when I'm either in a very intense situation (lots of players and NPCs) or in free roam driving around with friends.

Doesn't seem to happen when I'm playing Deathmatch's or Races (only ones I've played so far). In any other situation whether I'm in my apartment or driving around with no other players my latency is completely normal.

My ping in Ventrilo also shoots up to around 500-1000 when this happens. No other programs are running that would interfere with my network, I've also disabled my Windows & Router firewalls.

 

I was wondering if anyone else was having the same problem, as this only happens with GTA V.
