Unreasonable low performance (PC)

Hi folks

 

The game installed just fine and it seems to work (no errors or anything like that) except for the fact that my FPS is way lower than should be expected. My specs match the recommended specs, and a friend with a worse rig than mine is running the game just fine.

 

When I am ingame I get low framerate. It stutters to the point where there is no enjoying the game. Also the sound is acting weird - it is skipping and get's what sounds like static interference. The game suggested high/very high settings as default but this happens even when I set all settings to normal and turn off AA and everything else. The framerate is just as low.

 

I started out with the new AMD drivers from yesterday but just tried to revert to the older (stable) driver to no avail. I just updated my sound drivers but that did not help either.

 

I'm running Win7 64bit with an i7 12gb RAM, Radeon 7970 2gb VRAM.

 

I've been looking so much forward to playing this game so it is a huge letdown that I can not run it especially since I should be able to

Yeah tessellation is off and I have tried with vsync both full and off. No matter what I do in the graphics settings it seems to be the same once in game

I suspect that the problem is not the graphical settings in game but rather something external. I'm thinking something driver related perhaps, but I can not figure out what. I've tried different AMD drivers and updated my sound driver.

 

I mean with an i7 and a 7970 2gb VRAM I should be able to run the game smoothly at the very least on lowest settings. This makes no sense to me and man is it frustrating. I've spent all my free time after work today on *not* playing GTA and trying to get it working. Makes me sad. I never tried it on console and I want to try out this game so much.
