Problems with "low" FPS

Hello guys

 

So I am running a Xeon 1231 and GTX970 and I have nearly everything on very high, 4x MSAA, TXAA and FXAA on. Advanced Graphics off.

 

Problem: I get only 49-60fps in the city (with vsync). The GPU usuage is around 70% and the temperature is around 50-54°C (normal temperature under full load should be 60°C+ on my rig). So here is much room for more task for GPU. VRAM is also under 3GB, so no problems here.

 

Now how I get out 60fps in the city all the time? I already made the shadows "sharp". Someone tell me I should turn the shadows from very high to high only and this will bring around 5fps.

 

So it's just my card or the game is a little bit bad optimized?

 

OT: now I know why people say console is beter On PS3 I didn't care if I had 17 or 25fps, I just had fun. Now I have to get 60fps all the time
