I have Intel Pentium Dual Core 2020M 2.4GHz, Intel HD Graphics 4000 and 4GB RAM.

I play on windows 8.1 pro 64-bit and I dont use any fix and that things, I have everithing on normal and texture quality on high with directx 10.1 and I get 22-28 FPS.

And I play on 800x600

Here is proof!

 

I used Rockstar Editor for capturing this and director mode.
