I been at it for a while now and the event won't spawn. I even redid the first Tonya mission. I'm also a returning player, I got the hatchet and stuff. "Try driving that road from the east to the west. Once you pass that spot, drive all the way to and through the next intersection. Turn around and go back down that road heading east, but drive slowly. You may have to do it a few times. I've done it with Trevor and Franklin. See if that works for you."
