Because the last things I need while off-roading or speeding a sports car around Senora Freeway are pew pew and boom boom, and it's practically committing suicide trying to mod cars at Burton LSC in a crowded session w/o passive.

 

I prefer watching the FFA 24/7 DM cluster**** over actually participating in it.

I rather have people in passive mode than underage/kids screaming all day in their Kinnect mic. and screaming at you and yelling and swearing while they're 7 years old, blow up your vehicle, laugh about it but start crying when you kill them a few times in a row.

Because the game's name isnt't Grand Gangsta Auto. Don't be surprised because If private sessions didn't existed at all 90% of players would be on passive, i don't get where's the fun on a deathmatch envolving cops, tanks, jets, one man army arsenal, full bulletproof cars like pope's automobile and aimbot as default.

You literally wrote the answer to your question. They don't want to get into a shootout. When I'm in public sessions, I'm normally in Passive Mode unless I start to help a low rank who is getting griefed.

But...but...when they are in passive, I can't kill them over and over They are ruining my fun. Whyyyyy?

Because I don't wanna be bothered getting into shootouts with folks like you. Freeroam battles are costly. Especially when using rockets and explosives. I'd rather play missions and do deathmatches than battle with noobs or greifers.
