Well if i want to achieve 60FPS i need to tweak all the CPU bound settings..

Can anyone list down the most CPU bound settings??

Will adjusting Population density and variety help?

And how about draw and detail distance?

Population density and vehicle density are the ones that eat your cpu resources too much. You can crank it down to get some juice out of your gameplay.

I suggest that you use your goddam eyes to look at this sig.

Anyways @Aikor, yeah draw distance and detail density uses both your CPU and GPU resources heavily. But those two I mentioned above specifically uses too much of your CPU. So you should crank it down. :)

That's your problem. Scroll down to the bottom of the page. There's an option called "Use full version". Click it and make sure you don't jump off the band wagon next time without reading the sigs.
