Request mod for manual gun reload

I should have specified that I'm wanting this mod for GTA:SA specifically, but I forgot to put that in the thread's title.

 

Ok I first posted asking if there's a way to manually reload in this thread

The answers I got to that thread has made it obvious that it is impossible to perform a manual reload, in this game, without swaping weapons out and back. But I want there to be an actual manual reload key to cause a reload to occur, complete with the character animation showing him reloading the gun, just like in most other shooter video games. So I'm requesting a mod for manually reloading the gun.

 

Oh, and please do NOT make a Cleo mod. I'm looking for an EXE mod (alters the actual compiled code in the gtasa.exe file). The mod itself should be an XOR difference file (it's illegal to redistribute the game's EXE file). To apply the mod, it should require the use of a patcher program, which will XOR the mod into the file gtasa.exe. To distribute the mod, just put the XOR difference file, and the patcher program into a ZIP file, and then upload the zip file to a file sharing site (preferably Mediafire), and post the download link here in this thread.

How are most mods done? Do most require the use of Cleo? That being a separate program, dozens of things can go wrong with how it interfaces with GTA. Are there other was to do modding in GTA besides the use of Cleo?

For the most parts plugins are coded as DLLs renamed to ASIs and injected with one of numerous ASI loaders available. CLEO is one of such plugins.
