switching teams in Team Death Match

i've noticed that when playing Team Death Matches that sometimes there is a option to switch teams and certain times there isn't. i was a host of a Team Death match and was playing with 3 other friends. two of us wanted to be on one team while the other two wanted to be a team. however, it never gave anyone the option to switch. is there something i need to setup in the menu before starting the match so everyone gets on the team they want?

If team balancing is on, you cannot switch teams at all

If team balancing is off, you can switch teams at will until the match starts

i don't see the team balancing option before i start the match.

If you're the host, It should be visible.

yep, i'm the host. didn't see it. wondering if the last patch disabled that option?
