Anybody got an idea how to make a car like this in single player without a modded console? Or even if I can? I think this would be a good idea for some ideas and I want to make some cars look sick in single player without mods.

i know they wont allow people to upload stuff due to the inevitable copyright infringements but maybe they could release some type of creator via socialclub, a actual tool not some crappy stuff like the emblem creator.

Well, all this copyright BS is totally an excuse for R*: there are plenty of custom user-created liveries in Forza 4.

As Ryan said, its a texture mod which requires a modded console and a specific program to edit these specific textures.
