Yea I was afraid of that, it's one of those colors that is a bit hard to not tread into glowing territory, I'll have another look at it tomorrow.

Brushed Black Steel with Ice White Pearl, use the trick shown on the first page to change the Pearl of the brushed texture.

Looks like Cabernet Red with one of the other Reds as a Pearl.

Cabernet red is too dark and we have tried all the other reds. i asked the owner of the car and he said it was a old crew color that has been changed.

This color is called Gatorade Blue, and it's made by 2 of the guys at GTA Project.

If you go look on the PS3 duping thread, the first post has 3 tumblr pages for color combos (DevsNzL, The GTA Project, and mine) We made ours for RGB but you can easily convert them to hex codes.

Are you sure about that Hex? from my experience the Blue being in the B's would make the color a heck of a lot brighter.

Most likely one of the L.S.C. Silvers as the texture appears to be Classic, it's probably distorted due to the filter.
