Game becomes a black box / windowless border after changing video sett

I was playing on a server on SAMP when the server crashed. I restarted it only to be met with this:

I deleted my gtaset file and it loaded, however, whenever I try to revert to my original video settings (the ones set ingame), it will revert to this and I can hear the sounds as I press Enter, Up and Down but cannot get out of it.

I tried reinstalling GTA, and the same result still applies. Here's what it looked like when I tried to change it to the 1600x resolution:

How do I fix this? Clearly this isn't specific to my game since I've done a clean reinstall and the issue still persists.
