Same thing happened to me, I heard about this a week or so ago and went to the roof twice with 2 different groups and both times, no chopper.

 

It really isnt hard at all thought to just pile in a cop car and drive to the boat with close to the full take intact. The hard part is not losing any money in the alley while on foot.

It was working the other day, but last night we tried it and the first time there was a chopper - but the 2nd time there wasn't.

 

I think the first time it was set to hard difficulty and the second it was set to normal.

 

We did get the jet-skis though, so at least that is confirmed as still working.

 

They don't always spawn straight away, you need to get back in the car/on the bikes and drive away a short distance and then drive back.

I just found this quote from neoledah's guide where he explains the heli spawn...

 

 

The drawback is, the chopper will ONLY spawn if the cops are actively chasing you. The chopper will not spawn if your minimap is not flashing.

To go into more details: The team should split in teams of two. The two teams should get into a single bike (I.E: person A drives a bike, person B gets in the back of that bike. Person C drives a bike, person D gets in the back of that bike).
This is going to trigger the Infinite Cop Glitch, guaranteeing that your minimap will always be flashing when you get to the police station, and thus, guarantee a chopper spawn.

Doing this will pretty much get you the challenge served on a silver platter!

I don't think the chopper even spawns anymore on PS4, was playing with some randoms and we tried 5 times but it wasn't there.
