Unable to join friends.

Xbox One

 

The "Join Friends" option under the Online tab is grayed out, saying I "have no friends currently playing GTA Online."

If I view the Friends tab, I can choose to invite a friend to a game but there is no option to join their game.

Invites sent to or by me can be accepted via the Xbox interface, but no in-game prompt to join shows, so I in fact can NOT join. I can join all other instances of Online but not my friends.
