New Character Not Unlocking Contact Missions

I started a new character the other day and I took the option it gives you of skipping the tutorial(because screw you lamar). I have been playing around in freeroam for a little bit and have got up to lvl 9. I have not got any calls from people like gerald or simion to give me missions. Does this start to happen at a higher lvl that i have not reached yet or is there something else i need to do. If I try to start one up from the pause menu it says i have not unlocked missions yet, and i also cant call the contacts directly for a job as that option is locked too.

No you will not get the calls as you skipped the tutorial. They are all part of the tutorial section of the game.
