[SA] tools needed to make a car mod/remodel a car?

Can someone tell me all the software/tools that I needed to make a car mod or Re modeling it.

First you need a tool to ex/import model files from/into gta3.img
the simpliest tool that should work always is IMG Tool, my favorite tools are IMG Manager 1.5 and G-IMG
