GTA cars: Were these SJG "Car Wars" tiles?

I can't believe I never noticed this before, as I played GTA on release and Car Wars/Autoduel since around 1986.

 

I was watching a video last night, when I realized all the cars were just lifted wholesale from the old Car Wars sets where you'd cut them out and play them as sort of a minis game on paper.

 

 

Were all the cars in GTA just the tiles from the original Car Wars set? Is the video I watched just some sort of weird updated mod, or am I really that obtuse?
