Surely Rockstar have only said that you can transfer your data and progression from Xbox 360 or PS3, to XBOX One, PS4 and PC.

Where did they say you can do the following:
Xbox 360 > Xbox One. (Yep no problems with that one)
Xbox One > PC? (But this after you've already transferred?)

Yes has already confirmed that you can tranfer from PS3/360 to XB1/PS4 and than to PC.
