No Prison Break setup missions

I've completed the Fleeca heist and I got the call from Lester to start the Prison Break. However, when I go to start the heist there's no setup missions and it skips straight to the heist finale. Does anyone know how to fix this?

Does it just say Prison Break on the title?

 

If so that doesn't mean it's the finale just start the heist and it'll give you a choice of which set up's to do.

It always says that...Just launch it and it'll take you to the setups you then choose which ones you want to do.

 

You can't do the finale until you do the setup it's locked.
