What's with people taking no damage and taking out entire lobbies?

Dude me and an entire lobby were trying to kill a guy on foot and he's raining magic missiles on us from the sky taking no damage, how is R* not fixing this garbage? and how is he catching me on fire long range i thought no molotovs?
