You DO NOT have to delete your saved outfits, but personally, i would make sure that if you're wearing a saved outfit, you change something on it, so that you're not technically wearing the saved outfit. I also removed all accessories / glasses / hats before trying this... might be worth a go if you are still having trouble. Apart from that, steps remain the same:

 

Heist or siege mentality in cop uniform

freemode

quick job contact mission

when mission begins you will be in uniform

go to ammu-nation while in mission and save outfit (also change your glasses first in case the mission ends before you get to ammu nation! )

It's possible to create the prisoner and guard outfit for the female characters.

Prison guard:

Grey combat pants

Tan business shirt + black vest

Standard body armour.

(Vest is needed for the armour to stick.

 

Prisoner:

Prisoner chinos

I used the crooks shirt from SM4 (it has a higher neckline than the normal female T-shirts)

Would be nice to get a guide to all the outfits obtainable via this method. I'm sure some of the other outfits available in 'Themed' outfits must be unique! But every time I try to have a look, I make people quit my job because they think I'm not starting it!

 

I got the trashman one and cop one from Siege Mentality, but would like to get any other unique ones before Rockstar patch this! Any ideas?

This is what worked for me:

it actually replaces an outfit in ur inventory before u go to the capture, so u have to have at least one outfit. And it will be the one u select once u spawn with the night stick, and it will be the one that is replaced once u start(and finish) the capture/contact.

 

 

How I was able to get the Police Uniform with Hat in FULL Detail:

This is a very detailed tutorial and may prove to have many unnecessary steps or they may all prove necessary, I don't know, that is why I have included every detail I could remember about the glitch. I hope this helps someone.

[However IF you follow EVERY step/detail of this tutorial you have about a 99% chance of it working.]

I do plan on making a video today, using my 2nd character, to show it does work and for BOTH characters.

Requirement: You must own the Nightstick(I think, a friend of mine doesn't and he cannot get it to work, he keeps spawning with the knife and it doesn't work.)

[We have also found that it MAYBE useful if you pause the game, go to "Settings"-"Notifications" and turn all of the "Off". This will prevent any lag caused by messages when entering the "Freemode" Session.]
~Once in an Online Session call the Mechanic for a Personal Vehicle and use it to drive to a Clothing store,(I don't know if it is necessary, but the first time I had my PV out it worked.)
~Then delete all saved outfit, or at least the Outfit in Outfit Slot #1,(So have Outfit Slot #1 Empty)
~Once there put on a Tank Top(no jacket), a pair of shorts, and a pair of sports(tennis) shoes,
~Also make sure you do NOT have on a Mask, a Hat, Glasses, or any Accessories(i.e. Necklaces, Scarve, etc.),
~Now pull up the phone and go to the in-game internet,
~Then go to your Bank Account and Withdrawal $500,(Unless you already have CASH in Hand, then you can skip this.)
~Now pause the game and go to "Online"-"Jobs"-"Play Job"-"Rockstar Created"-"Adversary Mode" and start "Siege Mentality IV",
~Then have a "Friend" join,
~Now start the job, don't change ANY settings, and you will start in the Cop outfit, just hit 'ready',
~When the round start get into a Vehicle, any vehicle(I used the Blue Zion, like in the video, but I don't thing it matters) and just stay in it,
~Now pull up the phone and go to the in-game internet,
~Then go to your Bank Account and Deposit some CASH, any CASH it doesn't matter just something,
~Once you have done that and it is at least 3:10(or after) have your "Friend" jump off the parking structure to kill themself, ending the round,

(I even have them jump near where I was so that they landed in front of me, and I was in the driveway/exit of the garage, JUST LIKE THE VIDEO!)
~Now as SOON AS you begin to start the 2nd round start spaming "start" to pause the game and as soon as you can pause the game quickly go to "Online" and select "Find New Session"

[To prevent any lag caused by messages when entering the "Freemode" Session.

You MAY find it useful if you pause the game, go to "Settings"-"Notifications" and turn all of the "Off".]
~When you have spawned back into a freemode session, you will have the nightstick in your hands,(You MUST have the nightstick in your hands or you have done somethig wrong.)
~If you have spawned with the nightstick in your hands, open your Interaction Menu and go to "Inventory"-"Accessories" and Outfits,
~Then on Outfits it should show the Outfit you are in, simply press "X/A" to select the same outfit, and it will make the noise as if it has changed, but nothing will, for now,
(This is the part where the Cop Outfit actually replaces the outfit you are wearing, in your inventory.)

Capture Mode Method:[below is an alternative, untested by me, for the Contact Mission Method.](I was successful with the Capture Mode Method.)
~Now pull up your phone and go to "Quick Job" and select "Play Capture"
~Once you have done this you simply have to wait, it can take a long time,
(And if you want you CAN open your phone and go to "Quick Job" and select "Play Capture" again.)
~When you do spawn into a Capture Lobby wait for it to start,
(You will not be in the Cop Outfit at the team selection menu/screen.)
~Then when you have started the Capture you will be in the Cop Outfit,
~Now in the Cop Outfit open your Interaction Menu and go to "Inventory"-"Accessories" and Glasses,
~Then change the Glasses you have on, to ANY Glasses(doesn't matter) and CLOSE the Interaction Menu,
(You can repeat this several time to be safe.)
~Now complete the Capture, DON'T WORRY, when you get to round 2 you will be in the Attacker(Robber) Outfit, but this is okay as long as you do NOT change glasses now,
~Once you have completed the Capture, vote "Liked it" then vote "FreeMode",
~Then you will spawn into a Freemode Lobby in the Cop Uniform,
~Now head to the nearest Clothing Store and go the the Outfit Section(the Counter) and open it,
~Then press "Square/X" to Edit Outfits, at this point you may notice that the Outfit in Slot #1 is already the Cop Uniform, however go ahead and press "X/A" on it to save the Cop Outfit over it.
(I saved MANY versions of this outfit!)
~Now simply exit the Store in your Brand new Cop Uniform,
~Enjoy!

Contact Mission Method:
~Now pull up your phone and go to "Quick Job" and select "Play Contact Mission"
~Once you have done this you simply have to wait, it can take a long time,
(And if you want you CAN open your phone and go to "Quick Job" and select "Play Contact Mission" again.)
~When you do spawn into a Contact Mission Lobby just start it(if alone) or wait for it to start,
~Then when you have started the Contact Mission you will be in the Cop Outfit,
~Now in the Cop Outfit open your Interaction Menu and go to "Inventory"-"Accessories" and Glasses,
~Then change the Glasses you have on, to ANY Glasses(doesn't matter) and CLOSE the Interaction Menu,
(You can repeat this several time to be safe. You are doing this just encase you do not make it to the Ammu~Nation before something goes wrong.)
~Now head to the nearest Ammu~Nation and go the the Outfit Section and open it,
~Then press "Square/X" to Edit Outfits, at this point you may notice that the Outfit in Slot #1 is already the Cop Uniform, however go ahead and press "X/A" on it to save the Cop Outfit over it.
(I saved MANY versions of this outfit!)
~Now simply exit the Ammu~Nation and simply complete the Contact Mission,
~Once you have completed the Contact Mission, vote "Liked it" then vote "FreeMode",
~Then you will spawn into a Freemode Lobby in your Brand new Cop Uniform,

FINALLY WORKED FOR ME on Xbox One!!! I Followed this instructions:

1-REMOVE / DELETE ALL saved outfits (this was my problem...and cuz that, NEVER SPAWNED ME AS COP in MISSION / CAPTURE.

2-Host Siege Mentality IV (2 rounds) with a friend, enter as cop.

3-Wait until load/save icon shows (orange circle) at 3:10 on the first round; then kill your criminal friend.

4-Second round: now you spawn as Criminal, your friend must kill you. (to ensure all works, wait to 3:10 to be killed by your friend; usually you don't go to see the orange icon loading)

5-*Third Round: you spawn again as Cop, and you need to kill your Criminal friend. (to ensure all works, wait to 3:10 to kill your friend; usually you don't go to see the orange icon loading)

6-Select Free-Roam at Vote screen.

7-Once your are on FreeRoam select Quick job via Phone menu>Quick Job>Contact Mission (for me Rooftop Rumble)

8-Load job, and YOU SPAWN AS COP!!!!

9-Now go to an Ammu-Nation and save your NEW COP OUTFIT.

10- (Optional) Complete job to ensure you don't go to have any problems, or exit job.

NOW YOU HAVE YOUR COP OUTFIT

NOTEs:

• no need to delete previously saved outfits.
• did this with a friend so we simply switched roles (host) and it worked for him also
• we both completed our contact missions.

Awful matts method worked perfectly for me. Difference was that the random in siege mentality fell off thr roof, and i won.

Well you could get a high wanted level maybe??

 

Anyways, the buffalo in the pics arent FIB, they're normal ones with mods, bumpers removed etc, There's a way to glitch it off etc.
