Buzzard pilot should be keeping the heat off of you. Know how to fly, it's really not that hard. Everytime I've done it I never had an issue.

Fly towards the objective.. the police are scripted to stay on you until you reach a certain destination..

I spent 15 mins doing loops around the yellow circle at the objective point without a cop in sight for miles but we maintained our stars and couldn't complete.
