no option to start 'wet works' in Prison Bust Heist

I've been the Leader hosting all the setup jobs so far. The whiteboard in my apartment shows 'Wet Works' as next part of the Prison Bust Heist, but whenever I try to launch it it seems to be restarting the heist from scratch.

 

Can anyone help?
