Is the unarmed HVY Insurgent a PV?

There are two variants of the HVY Insurgent: an armed one and an unarmed one, and the only way of buying one is if I complete the Humane Heist or whatever it's called.

 

 

The question is: Can I have the unarmed HVY Insurgent as a personal vehicle. If so, can I modify it?

I forgot to check when I was in the creator earlier, and it's too late to do it now thanks to all the goddamn server issues, but does anyone know if any of its windows are bulletproof? If so, then the $800,000-ish price tag is well worth it for a bulletproof, explosion-resistant 6-seater APC that you can store in your garage...

Pretty cool to finally see explosion resistant vehicles in the game. IMO, the Dump was a missed opportunity since IRL it can definitely withstand RPG and grenade blasts, and has solid (therefore bulletproof) tires. Now I wonder whether Insurgent can withstand Jets' cannons as well.
