Heist unlock at rank 12?! But im in 100++!=!=!

Social Club and the servers are playing up right now I would try again when they are stable because right now its a complete mess.

You have to answer the phone when Lester calls or join someone elses heist to try and get it going for you.

Sorry, only players with legitimately earned ranks, like me, can unlock heists. You're a cheating grinder so you cant unlock it.

I cheated my way to rank 175 and I can unlock heists so get shrekd.

 

EDIT: Woops forgot to answer the actual question. You have to get a call from Lester, then go to his warehouse and do some stuff and then you unlock the ability to host heists. Just stay in an online lobby for 5 minutes and you should get the call.
