It's unlocked through one of the prep missions on the Prison Break heist, very interesting vehicle in terms of design.

Pretty good speed and pretty easy to handle, just like the Guardian.

 

Lemme guess another muscle car interior ?

 

Haven't played this game in so long, forgot first person existed. Next time I'm behind the wheel I'll give it a look.
