How do challenges work?

I did the criminal records one got 250k buy now I can't find it anywhere. I know there's a limit per day but how do I create them or find them etc. thanks

Rockstar patched that. I used to get $20,000,000 from challenges too! Now it limit is 5k Rockstar is the fire nation

Go to Online > Playlists > My Playlists and after you highlight the one you want, you'll press the interaction button (on PS4 it'd be the touchpad, not sure what that button is called on Xbox One... the same one that changes your camera)

Set the amount of money you get for beating your time, set the time that others have to beat in order to get the cash and that should be it.

 

As for who creates them, it's the community.
