Hard to find people... Xbox one

Is it just me or does it seem that not many people play gta r online for Xbox one? In free roam im either put in by myself or with maybe 10 other people and that's it. Also when doing find random job... I can never find a lobby with other people but put into a game by myself... Anybody else having this issue or is it just me? Anyway if you want to play gta together on Xbox one my gt is Hawkseye15
