Hydra available right away?

You need to complete the Setup mission involving the Hydra.

 

So we can beat the set-up mission but we don't have to beat the whole heist to buy it?

 

All the article says is "After you've completed the Air Craft Carrier heist the Hydra unlocks"

 

Says nothing about it being buyable, So don't get your hopes up/
