Judging by one picture in this thread it look's like the costumes/outfits are pre made, which could therefore mean they are not available to buy from a store, if you have evidence to dispute my theory please do reply.

That raised my eyebrow too, you could make far more than that doing other missions and selling dubstas in the same time. For me though it's not about the money it'll be about kicking about having fun with friends.
