Best guess is 48 minutes per host.So if another player becomes the host/leader,the heist can be repeated.

I think it will be like Contact mission: Lester/other guys will call you after 48 minutes or so after you complete a Heist finale

I won't be surprised if players need to "lay low" for a period of time after completing a heist. Perhaps the heist leaders will have a longer cool down than the rest of their crew...

i don't think they'll bother. Heists will probably be self limiting because you'll need to find 3 other people to play with (on your own, no matchmaking I'm assuming), everyone has different schedules and it will difficult to keep a group consistently to grind them like normal missions with that requirement. They'll also take a while.to do and their payouts will probably not be all that high. Thinking $100,000, which I can get in an hour easily with contact missions.
