V's cover has a very unique feel to it so I like that. III's is the classic that founded the style, so it's obviously got a classic feel. However I feel the best is San Andreas. It is super recognisable and I feel it is the typical GTA cover. The one with the most epic feel is IV's though the cover itself is nothing special.

III was the best at summing up its game (besides vice city) imo.

 

and vice city was too easy to sum up in an art style, ergo III was my favorite.

SA's has the charm, V is really unique.

V's Cover art was bright and colourful and really summed up the game, although, I do feel as if IV's set the mood a bit better, tbh

V, I didn't really like the 'V' at first but it grew on me, especially considering the themes of the game. Anyway, I really like the cover for V.
