It's called a Pistol. 50 and can be obtained on last gen by having collectors edition and on current gen it is buyable in Ammu-Nation in online. In singleplayer you have to play missions to unlock it. As for the sidearm in the picture, it looks like a Beretta M9A1 to me. Desert Eagle is physically a much bigger pistol and is either chambered for: .357 Magnum, .44 Magnum or .50AE depending on the model's mark. As for the picture, it's a cross Berreta/Taurus, there is a pistol that resembles a Desert Eagle in the game however.
