System Update stall at 99% and I can NOT access Safe Mode on PS3?

Ive read some answers via google and none of them are good. Sending it to Sony and for $100 they'll fix it all the way to buying another PS bc its permanently screwed. Hoping someone has some answers I havent seen yet. Thanks

I should add that I tried several times to access safe mode to no avail.

Have you tried deleteing the game/files itself and reinstalling it completely?

I did all of that a few days ago bc of horrible log/freezing issues. It started working fine and now this. Ive unplugged it, turned it off the regular way , the whole nine yards but every time I plug it back in and start it up it automatically goes to ' Updating '.
