The gap of heist update size between current consols are old ones is so big, how come?

Graphics likely. Iirc the christmas update for xb1/ps4 was 1.4gb vs 400mb or so for 360/ps3. So figure the next gen updates will be ~ 4x the size of the older versions.

Could be either or. Could be you can get them for free or you have to get the award to unlock them without having to pay for them on every car.
