Team events - Are they heavily luck based?

Do you think team events (i.e. Team Deathmatch or Capture The Flag) in online multiplayer are heavily luck based?

 

I feel that way sometimes. You can be a pro at a game, but if you get unlucky and end up with bad teammates, you can still lose the match. In the GTA Online section, I remember a thread where someone was complaining about having the most kills in team deathmatch, but keeps losing because the teammates went 1 for 13 or something like that.
