Definitely Burton LSC in a public lobby. Peaceful, quiet, picturesque. Friendly locals*, and a great place to spot supercars**!

I carefully evaluated locations based on playing online the last year and a half and here is what I came up with:

 

 

 

Basically, the whole map lol. Seriously just explore anywhere outside of the city. You can't go wrong. There are nice views just about everywhere.
