Issue with Team One & Team Two Capture Vehicles

I am trying to make a vehicle capture but it won't let me select Team One & Team Two Vehicles it will only let me place vehicles for both teams at the same time and obviously if both teams can get the same vehicles it put the other team at a disadvantage since they are suppose to each get one vehicle from that location and than another one from another location.

How can i fix this?
