What is happening with quick jobs?

I logged in and wanted to do some contact missions so i went into the phones quick jobs and all of them were there except contact missions.. So I went into a new session same thing, solo session same thing, now only 3 of them are showing up?

xbox 360..and its still happening. No option to quick job a contact mission for me.

Quick Jobs > Contact Jobs doesn't unlock until you are a certian rank.

Quick Jobs are so quick now, that we get "Timed Out" even before we start that Quick Job!

Talk about 'Premature eja......
