Agem
Now, firstly, let's remember that GTA III, VC, and SA all targeted 25fps. Actually, I'm not sure the framerate limiter setting in III and VC, but in SA, if you turn on the frame limiter, it is 25 fps and runs smooth. If the limiter is off, a lot of strange things happen. That won't be covered here to keep the opening post short, but just know, there are effects and even mission critical timers that are effected by fps in SA. Yes and no; III and VC have a frame limiter set in 30FPS that can be disabled, Renderware does support far above that as other games show, it was just lazy of Rockstar to not attempt to fix it back then (and it wasn't that big of a problem either). SA on PC's frame limiter does indeed limit it to 25FPS, however that was a coding mistake, they meant to have the limiter set to 30, someone just goofed at Rockstar. Silent has fixed this with SilentPatch and is looking into fixing high-framerate game-breaking glitches, such as reverse driving problems and object physics. Back in 2001-2005, 30fps was fine, but in 2015, that is definitely not acceptable. Nintendo has already stepped their game up with the Wii U, their first-party titles are all 1080p 60fps, and Microsoft and Sony are doing (more like trying) to do the same, PC has had that for quite a while, which is why Rockstar delayed V for the PC: they want it to meet our standards, they know most of the fanbase on PC are picky and want to max their game to play it in highest quality possible as the developers WANTED and how they have been doing with PC releases like Max Payne 3.
