Between missions I am still dropping into free-roam lobbies chock full of sh*theads, so nothing wrong here. But I think the OP is onto something. When finally no one is able to connect to Rockstar servers any more, then h.e.i.s.t.s will be released.

as the time nears for heists my excitement is growing stronger and stronger, like waiting for the release of GTAO back in september

It came October 1st, and even then I couldn't start my character until the 4th due to all the freezes and connection issues.
