Any reason why the view distance gets better the higher you go up?

Like when you're on the ground you can barely see the city and it looks like crap even though it's maxed but If you get on a tall building you can see all of Liberty City. Any reason why it does that? Does the draw distance just change dynamically?

The field of view changes with height, that may be one of the effects you're seeing.
