[Xbox ONE] Cant Find Dinka Blista Compact in GTA 5 Online

I cant find the dinka Blista Compact online (the one based off of a Honda Crx). I always see it in single player but online I have only once seen it, it's not in Southern Andreas Super Autos. The one time I did find it I brought it to LS customs and got the "too hot to mod buy online" message you get with super cars and when i brought it to my garage it said something like "cannot store without purchasing dlc". Im on xbox one I had a ps3 account but I decided not to bring it over. Can somebody help????
