Neon Kit keeps turning green

Turns out it has nothing to do with my mechanic. The Adder just seems to be defaulting to green. I tried removing its neon kit, leaving GTA Online, and then going back in and adding a new, blue neon kit. When I left GTA Online and came back again, it was back to being green!

The issue seemed to be with the tenth parking spot in Unit 2 Popular Street. I moved the Adder to another garage and now it's staying blue. I gave another car a blue neon kit in the fifth spot in Unit 2 and it stayed blue. Moved that same car to the tenth spot and it turned green. If that is the case, I'll just park a motorcycle in the 10th spot since they can't have neon kits.
