Logical suggestions for imprecise free aim cursor?

Anyone have an idea why GTA 4's free aim is more practical than 5's? Also some interesting points I have noticed: Niko has the best reticle speed, recoil, and talent with a gun. Luis is better than Johnny in all points except reticule movement. Out of GTA 5 Michael is number 1 T is 2 and 3 is F.

 

Increasing skill really doesn't increase potential, so everyone can reach their max. According to Rock Star; Trevor will always be better at flying, Franklin will always be better at driving, and Michael will always be better at shooting.

 

The higher quality of a weapon you use with either 3 will also improve reticule movement + control. So is there perhaps a reason why free aiming in GTA 5 sucks, but can be easily improved with "practice" and higher quality weapons but only to a certain level? Because Rock Star is obviously overqualified.

I get annoyed when you are expecting auto aim and you end up popping out of cover aiming at nothing, and the free aim is so sluggish and unresponsive compared to a normal first person shooter.

Annoying when auto aim aims at a target far away, mean while there's a target 3 feet away shooting @ my :sui:
