Will we be able to mod GTA V for PC?

I know this might be a stupid question, but I was just wondering would R* make gta v nearly impossible to mod or will it be like previous gta games? I know its quite easy as it is on last gen to hack/mod the game but to an extent since its consoles, but would R* change the way the pc version is made so it cannot be modded, is this even possible?

 

I'm asking this because its a deciding factor for me going all out on a new high end pc or getting a ps4

Yes you'll be able to mod single player, multiplayer? No, unless you wanna get banned.
