Modded npc cars

I was playing today with some ppl and I came across two modded npc cars. One was a 4 wheeled Dubsta that was solid chrome. It was being driven up near Franklin's house. The other a bright yellow sandking that was parked in the car lot across from the customs shop in Sandy Shores. It was modded and had rims. Is this unusual or have I just never seen these things before?

I always find the 5 wheeled dubsta, its pretty rare.....

 

You can find many modded cars in GTA NG.

I've seen a monroe and a Entity being driven by NPCs but never a modified car. And what is this 5 wheeled Dubsta you speak of?
