"GTA: Most Wanted" DLC Idea

Now that I've thoroughly bitched about GTA V's shortcomings, I'd like to switch gears and offer up an interesting solution to some issues players like myself face.

 

Since the release of GTA V, people have wanted to be able to play something similar to Vigilante Missions and/or store Emergency Vehicles online. People have also been dying for some Story DLC to balance out the neglect that R* has given it. Enter Grand Theft Auto: Most Wanted, which aims to solve all of these problems and more. This DLC would include an all-new story and cast, new missions, new vehicles, new Heists, and new additions to Online.

 

--The Story--

 

(This is all planned under the assumption that R* will ever add new characters and follow the 3 protagonists structure. I'm also gonna leave it a bit open-ended.)

 

The narrative picks up during the events of GTA V. There is a young officer on the LSPD who initially joined in great anticipation that quickly died once the boring desk work and low wages set in. He (she?) inwardly yearns for something greater, but has no clue what to do. Their life takes a strange turn when they are sent to help investigate a daring Jewelry Store robbery. This gives them the idea of breaking the law from the inside.

 

They find two like-minded officers (who each have their own reasons to commit Heists) and teams up to start a crime spree of their own. Using tactics learned from the criminals they hunt (including the protags of V in some cases), they launch small-scale Heists as the events of GTA V cause confusion in Los Santos's law enforcement. This leads them on an intense journey as they try to balance police work with their new "common interest".

 

Ideas for protags include:

 

Protagonist 1: "The Mastermind" - This person feels that their talents are being wasted in a failing police department and seeks a more lucrative line of work that suits their skills. They are calm and collected, planning their movements with the utmost care and precision. They have little concern for their cohorts; as long as they contribute to lining his/her pockets and keep their traps shut, it's whatever.

 

Protagonist 2: "The Loose Cannon" - This person is a star officer on the force. They love the job, but they seek a thrill that writing tickets can't give. They are down for anything that gets them out of the office and into the thick of it, and sees the cash as a nice bonus. They are loud and reckless with varying degrees of empathy for their comrades.

 

Protagonist 3: "The Golden Heart" - This person has no issue with the job and holds it with high honor, however a sick daughter in a hospital bed means an officer's wage won't cut it. They hesitantly join the cause to pay for medical expenses. They are often the voice of reason and opt for the safest, collateral damage-free route and shows concern for their compatriots, if only to ensure their avenue to saving his/her daughter is still safe.

 

--The Gameplay--

 

Because these characters operate on both sides of the law, there are new ways to approach crime in Los Santos, including:

 

Cases - Investigate major and minor crime scenes, search for clues that unlock new skills, contacts, and abilities to use in Heists.

 

Patrols - These criminals have to keep up the guise of being upstanding officers of the law. Hop in the squad car and respond to various random calls such as Domestic Disturbances, DWI, etc.

 

These are in addition to about 20-30 Story Missions, 4-6 Heists, and perhaps some new Sides and S&F Missions.

 

--GTA Online--

 

As crime starts to really escalate across San Andreas, the state authorizes the launch of a new law enforcement unit: The Heat Squad, a team made up of kinda-reformed criminals who's purpose is to serve a piping-hot plate of American Justice by any means necessary.

 

Players will be able to head to the nearest Police Station, suit up, and clean up the streets of Los Santos and the arid landscapes of Blaine County.

 

Online Patrol - Random events similar to the ones in Story Mode (however less narrative-driven) that earns small amounts of cash and RP.

 

Heat Mode - A spiritual Cops and Crooks mode in which criminal players can trigger a Major Crime (a sort of Free Roam mini-Heist, if you will) and be prompted to head to a dropoff zone on the map. All players will be notified of this, and Cop players can choose to pursue alongside AI. Cop-on-Crook kills/arrests net large cash and RP for the Cop who performs it; Crook-on-Cop kills grant small amounts of RP and forces the Cop into a long respawn. If Crooks make it to the dropoff, there is a huge cash and RP payout for those involved.

 

Cop Players are notified in Free Roam and can be rewarded for:

 

-Crime Sprees (Armored Truck/Store Robberies, Assassinations, etc.)

-PVP Killing Sprees (10 or more kills in 5 minutes?)

 

This is in addition to new police and emergency-themed Missions, Clothing, Weapons (Taser and Handcuffs?), Vehicles, and Vehicle Mods. Playing as a Cop would require a prerequisite of Rank 25-30(?). Cop Players cannot harm civilians or innocent players. There is low tolerance for pedestrian kills (3 Stars at 10 Ped Kills?) and very low tolerance for innocent player kills (4 Stars at 2 Player Kills?). Criminal Players who kill Cop Players gain an instant 3(4?) Star Wanted Level.

 

There is also a limit of 10 Cops (20 Current Gen) in Public Free Roams.

Yeah, I wrote this with the intention of adding a list of new vehicles and such, but I currently lack knowledge of many vehicles in GTA. But the idea is that all law enforcement vehicles in GTA V will be altered for player storage, and there would be a return of some missing law enforcement vehicles from previous GTA's (or at least San Andreas) as well as all-new police vehicles and allowing emergency vehicles like Fire Trucks and Ambulances to be called/stored.

Yeah, I wrote this with the intention of adding a list of new vehicles and such, but I currently lack knowledge of many vehicles in GTA. But the idea is that all law enforcement vehicles in GTA V will be altered for player storage, and there would be a return of some missing law enforcement vehicles from previous GTA's (or at least San Andreas) as well as all-new police vehicles and allowing emergency vehicles like Fire Trucks and Ambulances to be called/stored.

 

Maybe give the player the ability to mod Police Vehicles at Police Stations. Also I think they should rename the FIB vehicles to Undercover, since NOOSE and I assume the IAA use them

Because the LSPD is incompetent. Ruthless when chasing down people (like you), but when it comes to investigating, they are utterly incompetent.

I said I didn't give it much thought! :p

 

But the idea I have is that the officer in question is "The Mastermind", who is a young prodigy if you will. They have performed extremely well thus far in their career, but the lowly rank means that they are often relegated to work beneath their level of engagement. Two scenarios in mind:

 

1) The rookie is assigned a support role in their first major investigation, but disregards this and decides to covertly assist in surveying the crime scene. They begin to notice small things that other officers and detectives miss, almost piecing the robbery together immediately. Instead of telling the others, they keep this info to themselves and let the LSPD chase it's tail as a devious plan formulates in their mind.

 

2) The rookie is a first responder to the crime scene. They survey the scene prior to the arrival of their fellow officers and find minute details that piece together the robbery almost immediately...so on and so forth like the last option.

 

Whichever makes more sense, and if none make sense at all, then any suggestions would be helpful.

First one is better. Make it like he/she has been in the force for say 3 years. He is intelligent, but uses unconventional methods of investigation due to which majority of LSPD disregard him.

 

He's sent as a supporting officer with seniors/experts(due to unavailibity of any other capable officer, say) to investigate a major jewel store robbery.

 

He manages to piece together the sequence of the robbery using his own unconventional methods, whereas the other investigators seem to have formulated a different theory.

 

This time he decides not to tell the others of his theory and starts a parallel hunt of his own...

 

 

I think u can expand on that. :)

Honestly I think this would be better as a standalone expansion, in which it takes place around the same time as GTA V but you dont need to buy GTA V in order to play it, like a downloadable, $20 game.

That could work, but I planned it as an add-on to the overall GTA V package under R*'s previous methods of introducing DLC, hence the additions to Online. This idea actually spawned mostly out of the desire to store police vehicles, then it kinda blew up in my head and I gave context to said additions.

 

The story could be standalone yes, but the add-ons to Online wouldn't make much sense then, and it wouldn't follow R*'s pattern for DLC in the past.

Consider adding these to your list.

 

 

Furthermore, I would include the following vehicles for police use; Cheval Fugitive, Bravado Buffalo 'S', Dundreary Landstalker, Albany Cavalcade. and a remodeled Vapid Radius (looking more like a Ford Explorer PIU).
