Imagine a city with over 700,000+ residents based off of Detroit,Michigan,USA. A city in bankruptcy,no jobs, high crime, gangs, drugs, political warfare, and where there is no regards for human life. Carcer City USA would be perfect,it would be different, and it would shed light on urban decay in some of America's largest cities. It will also glorify the "ghetto life" that Rick James singed about, and all of the criminal elements associated with it. Carcer City would be an over exaggeration of that. The city would sit on a large river, like Detroit, and share an internatonal border with a fictional Winsdor,Ontario,Canada. It would be the 1st GTA game to feature two countries in one region. Carcer city would also be surrounded by several wealthy suburbs, featuring 2-3 car garages, mansions, winding roads, thick forestry, and gated communities,in which the protagonist would have to work hard to acquire. Carcer city would be described as a flat city, near a large river, with one bridge to (fictional) Canada to the east, and two large highways, that separate the city from its suburban neighbors to the west and north.

The protagonist would be a retired cop in Carcer City, out to avenge the death of his fallen comrades at the hands of Carcer City's most ruthless gangs and gang lords. After attending the funeral of a rookie officer killed 2 weeks after being recruited by the Carcer City PD,the protagonist will be out for criminal blood. He would start from the ground up,going to some of Carcer City's most rundown/violent neighborhoods in search for the murderers of Carcer City's finest. The protagonist will live off of his retirement fund, which will be about $300,000 (in game) money at the start. The protagonist can extort gang members, pimps, and prostitutes for large sums of money to acquire real estate properties, vehicles, and other things in the game. If the protagonist is fighting/shooting gang members or other criminals,he will not get a wanted level. But if an innocent person, adolescence,or emergency worker is attacked by the protagonist,he will gain a wanted level.

Carcer City would be like no other GTA city in franchise history. It would be one big death pit, surrounded by high class neighboring municipalities that are prejudice towards Carcer City inhabitants. There will be areas in Carcer City where the Carcer City PD won't go. Pimps will manage prostitutes, and if you dare to kill one after being serviced, there will be retaliation from the pimp. Gangs would control 2/3 of the city, they will have heavy weaponry, wear a vast assortment of colors to identify themselves, and they will be seen fighting for territories amongst each other. If the protagonist is in one of their neighborhoods,he better duck for cover,as drive by shootings will take place at random, causing injury or death to the player.

There will be 5 districts in Carcer City

(The North side). Carcer City's Northside will feature 10 mile road,a parody of Detroit's (8 mile road), It would border Carcer City's suburban areas to the north. This section of the city will be where much of the city's mobile home parks, rednecks, and biker gangs are located.

(South Side),Carcer City's south side will be the stereotypical south side of any major American city. It would feature vacant/decaying craftsman bungalow style homes, liquor stores, mini marts, and abandoned businesses/shops. The south side would be heavily concentrated with African-American/Latino gangs competing for turf and other resources.

The (West side) of Carcer city would be a semi-abandoned industrial area. This area would feature a large garbage dump, factories, abandoned automobile plants, chop shops, auto bodies/custom car shops, and criminal elements. The west side will be a place where you can take criminals off of the streets, and torture them, or beat them to death without any retaliation or regrets.

The (East side) will be where much of the Carcer City population is somewhat civilized. The east side will be the third of the city that is still trying to hold onto its glorious past. It would be bordered by the downtown to the north and west, and the south side to the south. Carcer City's east side will have gangs, but they will be met with a stronger police presence than in the rest of the city. If the protagonist drives a police car around this region of Carcer City,he won't be shot at. And last but not least Downtown Carcer City.

Downtown will be the life/nightlife of Carcer City, but also a neighborhood infested by prostitutes, club goers, drug dealers, street hustlers, and scam artists. It would also be where all of Carcer City's suburbanites work by day and shy away from by night. In the daytime hours of 9-5 (in game time), Carcer City will be a hustling and bustling city. But as dusk approaches it will be the polar opposite,if the protagonist is at a red light,he will be car jacked at gun point. Pickpocketers will return, and if the protagonist has $5,000 (in game money),he can loose all of it,just by standing dormant or passing by a group of people. In order for the protagonist to retrieve his stolen property i.e. a car,he can throw a tracking device on it before the hijacker speeds of,and find his car later on in game play. If the protagonist is too late,it can end up in a chop shop. Furthermore if the protagonist is pick pocketed,he will have to kill the thief or group of people to regain his funds that were swiped. Carcer City will also have a large lakefront park, where squirrels joggers, and couples will be seen by day,and gangs, drug dealers, raccoons, and prostitutes will be seen at night.

Animals in the game would be some of the most grotesque, and rabid. In the city alone there will be stray dogs, that can attack the protagonist out of no where, especially in run down neighborhoods. If the protagonist is on private property,he can get attacked and killed by guard dogs; dogs will bark as a warning before attacking. Cats will be also be in the cityscape, they can be seen on fences, porches, roaming the streets, and occasionally being attacked by dogs. As dusk approaches, raccoons, skunks, opossums, and hares will spawn in various areas throughout the Carcer City region. Predators like coyotes, bobcats, and antelopes such as deers and fawns will only spawn in Suburban regions and near by fictional Windsor,Ontario,Canada.

Teenagers, children, and babies will finally be featured in GTA VI Carcer City for the 1st time. The protagonist at times will stumble upon a crying baby, found in a dumpster or trash can/bag,which will be the effect of high teenage pregnancy in Carcer City. The protagonist won't be able to kill children or babies because he is a retired cop, with a high sense of morale. Instead,he can drop them off at a hospital, fire station, police station,or orphanage in the city. Teenagers on the other hand can be killed, and teenagers in Carcer City will be more of a threat than the teenagers in other communities surrounding Carcer City.

Carcer City will have several schools, and a university, which rich suburbanite teens will attend. The University will be near the downtown area, and a large stadium will host the Carcer City Gladiators football team,Carcer City Plunge Baseball, and the Carcer State University bulldaggers NCAA football team. Occasionally the player can watch a 15 (in game) minute game.

Transit in Carcer City would feature a bus service, with run down buses(parody of Detroit's DDOT),that the protagonist would often see broken down on the roadsides,a taxi service,a commuter rail service, that only services the outer lying Carcer City Suburbs, and a 1 line street car that services the east, west, south, and downtown districts of Carcer City, similar to that of Detroit's people mover system/light rail sytem. Carcer City would also feature 3 large freeways. The city will also feature an airport,in which smaller planes will be able to be flown.

Isn't Carcer city was based on Chicago...?

No! I'm pretty sure its Camden, NJ. However Detroit is larger and is the only major U.S. city to share an international border.

Ahhh pretty sure photo number 9 of the two parked cars out front of shops is from straya...

Dat vn commo

I wouldn't know. I just found it on Google images.

I always thought Carcer City was like Liberty City in III - Not based on any specific place, but rather a mix of multiple in the area the game's supposed to take place.
