I fixed it, just was Install gta_sa.exe 1.0 US, Cleo Fps Adjust, Cleo, Asi loader, SilentPatch... and then it worked. The file is placed in the GTA San Andreas directory, but the black roads are still there. I have ASI loader installed. What could be the problem? Since magic.txd is released this mod is deprecated (Especially since this mod leaves the parts that used to be black completely aliased).
